  1. 1. Why is that “within a given industry, foreign-operated plants tended to pollute less than local peers”?

In my opinion, for the foreigners, because this is not their own country, they have to maintain some reputation or good image for the public, if not, they might be chased out by the local government or not accepted by the local people.
However, for the locals, they do not have such concerns. Therefore, foreign-operated plants tended to pollute less than local peers.

    2. Which countries are most affected by the negative environmental impacts of globalization?

Those countries where environmental regulations are weak or nonexistent are most affected by the negative environmental impacts of globalization/

    3. Why is China continually manufacturing products despite the negative impacts on both its own country and the world?

(Actual I think the answer is not in the article.)
In my opinion, the most crucial factor for doing so is to boost the economy. China is not a young country, but People’s Republic of China is young. She was established in 1949. In order to boost her economy, China went through heavy industrialization. Nowadays, trade and consumption are the two major supplies for her economy and the products which produced in China is cheap, this leads to a high demand from overseas and locals, so China has to continue manufacturing products despite the negative impacts on both its own country and the world.

    4. Why has the United States refused to sign the Kyoto Protocol?

As the passage mentions, the USA is the top one emission of greenhouse gases country, there must be a reason. If the USA signed the Kyoto Protocol, its economy will definitely be heavily affected, the progress of the nation will slow down.

//The Kyoto Protocol is an amendment to the United Nations Framework Convention on Climate Change (UNFCCC), an international treaty intended to bring countries together to reduce global warming and to cope with the effects of temperature increases that are unavoidable after 150 years of industrialization.

    5. Why are countries not adopting the use of energy-efficient technologies despite them being readily available?

This is because the cost. The cost for energy efficient technologies are expensive. For example, China mainly uses coal to generate energy. Though China also has energy-efficient technologies such as natural gas, but they will not use it just because the coal is so much cheaper than that.
